Copy paste from a really good guide on how to obtain the various loot sets.
For the purpose of this guide, an “armor set” is defined as a collection of armor pieces that have a bonus applied when wearing a certain number of the pieces, above and beyond the regular stats of the armor. Sets also have talisman slots that add to their effectiveness by allowing you to adjust your stats to your specific needs. There are four ways to obtain armor sets (that I’m currently aware of): PvE Public Quests, RvR, Quests, Dungeons. Some methods are available in all Tiers and some are specific to certain ones. All will be reviewed here based on their actual Tier so you can make decisions as you level your characters based on where you are. Each set provides a title unlock upon completion and completing all collections of certain types provides an additional title unlock as well.
PvE Public Quests - Armor sets are available from Gold Bags in PQs in all Tiers. The same set is available throughout the Tier, no matter the pairing, so you can obtain your set off any PQ at the lowest end of the Tier if you wish. The only requirement to wear these sets is your character level. All of these set pieces are Bind on Pickup.
RvR - Armor sets are available via various means in RvR in all Tiers. Traditionally, Boots and Gloves drop off players only and are Bind on Equip, Gloves can also be obtained from the Quartermasters and are Bind on Pickup, while all other pieces come from Gold Bags in either Keeps, Fortresses, or City PQs, depending on the set, and are Bind on Pickup. There are some exceptions and they’ll be noted by set and by Tier when this is the case. The BoE pieces are the only ones you’ll be able to find on the Auction House (Boots, Gloves and certain Belts). RvR sets have requirements on both your character level and your Renown Rank to be able to wear them.
Note: RvR Armor Set drop loot is a funny thing. It’s actually added to a player’s loot table when that player reaches a certain Renown Rank and made available as loot when killed in specific tiers/situations. From all outward appearances, it seems to follow the following rules:
RR 1-10 and in Tier 1 = Decimator Boots
RR 11-20 and in Tier 2 = Obliterator Boots/Gloves
RR 21-30 and in Tier 3 = Devastator Boots/Gloves
RR 31-40 and in Tier 4 = Annihilator Boots/Gloves
RR 41-50 and in Tier 4 = Conqueror Boots/RR35+ and in Tier 4 = Conqueror Gloves
RR 51-60 and in a City = Invader Boots/RR50+ and in Tier 4 = Invader Gloves
RR 61-70 and in a City = Warlord Boots/RR60+ and in Tier 4 = Warlord Gloves
This begs the question: Do Sovereign Boots drop off players of RR 71-80? The Devs have stated Sovereign Accessories drop off RR70+ players in Tier 4 now, so it looks possible. Stay tuned.
Quests - There are two sets of “Consignment” quests that result in armor set pieces. These quests are located in Tiers 2 and 3. You must travel to all three pairings to obtain these quests and they involve both RvR and PvE. The final quest stage cannot usually be soloed when done at the appropriate level for the armor. These pieces are Bound since they are quest rewards.
Dungeons - There are multiple different types of dungeons and each one has its own armor set related to it, as well as other nice rewards along the way either as loot drops, quest rewards or influence rewards. Currently, Tier 2 has 1, Tier 3 has 1 and there are many in Tier 4. In most cases, the armor pieces drop off the “Bosses” of the dungeon and are Bind on Pickup.
B. Wards“Wards” are invisible reductions to the damage you take and the damage you do in specific Dungeons and RvR settings. They do not provide any benefit at all outside of their specific areas (ie: regular PvE, regular PvP, and Keeps). There are five pieces of armor that provide a Ward: Boots, Gloves, Body, Shoulders, Helm. Any other pieces only add to set bonuses and not Wards. Here is the breakdown for what each Ward provides.
1 Ward - reduces damage taken from 300% to 260%, increases damage done from 40% to 55%
2 Wards - reduces damage taken to 220%, increases damage done to 70%
3 Wards - reduces damage taken to 180%, increases damage done to 85%
4 Wards - reduces damage taken to 140%, increases damage done to 100%
5 Wards - reduces damage taken to 100%, increases damage done to 115%
There are five levels of Wards. In order, they are Lesser, Greater, Superior, Excelsior, and Supreme. They have a “cumulative” effect in that Greater also provides Lesser, Superior provides both Greater and Lesser, etc., with Supreme providing all levels of Wards. The following list shows which Wards are required for each area of the end-game.
Lesser Wards - required in City Dungeons and Fortress attacks
Greater Wards - required in Lost Vale and Stage 1 City Siege PQs
Superior Wards - required in Stage 2 City Siege Sub-Boss PQs
Excelsior Wards - required in Stage 3 City Siege King PQ
Supreme Wards - no current known use

C. Tier 1
In Tier 1, you can obtain armor sets in PvE Public Quests and RvR. There are only two items in these sets (Boots and Body), thus there is only a 2-piece bonus for the set. The PvE PQ version is the “of Carnage” set and the RvR version is the “Decimator” set. Since there are no Keeps in Tier 1, the Body piece actually drops off the Champions at the Battlefield Objectives. With the addition of Quartermasters and Medallions, you can also purchase your pieces if you gather enough of the appropriate Medallion.
D. Tier 2
In Tier 2, you can obtain armor sets via all methods. There are three items in these sets (Boots, Gloves and Body), thus allowing both a 2-piece bonus and a 3-piece bonus. The PvE PQ version is the “of Havoc” set, the RvR version is the “Obliterator” set, the Quest version is the “Tracker’s” set, and the Dungeon version is the “Keeper’s” set. The Body for the RvR set is obtained via a Gold Bag from a Keep attack and this is how you will continue to obtain the “main” pieces of the RvR sets from this point on. Gloves and Boots are both drop loot of players from this point on as well. With the addition of Quartermasters and Medallions, you can also purchase your pieces if you gather enough of the appropriate Medallions.
The Dungeons in Tier 2 are the Altdorf Sewers for Order and the Sacellum for Destruction. There are quests in your city that lead you to these dungeons, but the armor set pieces are obtained as drop loot from the “Bosses” inside. There is no “lockout” on these dungeons, so a group can farm these dungeons to obtain their set without waiting for anything but the Bosses to respawn.
The Tracker’s armor set comes from three separate Quest chains. One is obtained in Chapter 6 in Dwarf/Greenskin, Chapter 7 in Empire/Chaos, and Chapter 8 in High Elf/Dark Elf. The first part of the quest is to kill X number of players in PvP and the second part requires you to kill a Hero.
Tier 3
In Tier 3, you can obtain armor sets via all methods. Two of the sets have four pieces (Boots, Gloves, Body, and Shoulders), allowing a 2-piece through 4-piece bonus, and two have five (Boots, Gloves, Body, Shoulders, and Helm), thus allowing 2-piece through 5-piece bonuses. The PvE PQ version is the “of Mayhem” set, the RvR version is the “Devastator” set, the Quest version is the “Stalker’s” set, and the Dungeon version is the “Redeye” set.
The Dungeon in Tier 3 is Mount Gunbad. This dungeon is intended to be done in the mid to late-20s as the armor dropped is level 24-28. The armor set pieces drop off the Bosses and the Helm is found in Gold Bags in the PQs inside. This is an “Influence” dungeon meaning you have to obtain influence by doing the PQs, or at least killing the mobs in the PQs, before you can gain access to the Bosses in each wing. I would encourage you to complete the PQs as they provide large amounts of influence as well as a chance at a Helm set piece. You will also want to do the quests in the dungeon as they have very nice rewards that are still valid well into Tier 4, if not even at 40, as well as providing a large amount of XP. This dungeon does have lockout timers associated with the Bosses. These timers will show up in your Character sheet under the Dungeons tab. They are very short in this dungeon and are there more to encourage you to visit all the wings than to gate progress or encourage you to participate in other areas of the game. The final Boss, ‘Ard ta Feed, requires the quest “Hidden Depths” to be completed before you can enter his portal.
The Stalker’s armor set comes from four separate quest chains. One is obtained in Chapter 12 of High Elf/Dark Elf, one in Chapters 12 and 13 of Empire/Chaos, and one in Chapter 13 of Dwarf/Greenskin. As in the Tracker’s set, the first quest is to kill X number of players and the second part is killing a Hero.
F. Tier 4
In Tier 4, you can obtain armor sets via PvE Public Quests, RvR and Dungeons. This is also where “Wards” are introduced in all but one set. There are six sets available with three having five pieces (Boots, Gloves, Body, Shoulders, and Helm) and three having six (Boots, Gloves, Body, Shoulders, Helm, and Belt), thus allowing 2-piece through 6-piece bonuses. The PvE PQ version is the “of Ruin” set, the RvR Keep version is the “Annihilator” set, the RvR Fortress version is the “Conqueror” set, the Bastion Stair Dungeon version is the “Bloodlord” set, the City Dungeon version is the “Sentinel” set, and the Lost Vale Dungeon version is the “Darkpromise” set.
Note: Conqueror Belts drop off NPCs at Fortresses as random loot drops and are Bind on Equip. These drops are only available when the Fortress is open for attack.
The first dungeon in Tier 4 is Bastion Stair. This dungeon is intended to be completed in your mid-30s as the armor dropped is level 35/36. This is another “influence” dungeon filled with PQs and Quests. You must complete certain quests in Bastion Stair to gain access to the final boss of the dungeon. Completing the PQs is an easy way to obtain the Gloves in this dungeon as they drop in Gold Bags. Additionally, the path to the third and fourth bosses is gated by a PQ that you must complete, it is not optional as are the other PQs. Each time you attempt those bosses, you must complete the PQ. This is the first dungeon where the Bosses drop only specific set pieces and this stays true for all T4 dungeon armor sets. This dungeon is also the first where you have a “real” lockout timer. The timer for each Boss in Bastion Stair is 20 hours, which allows your group to do it each day at the same time roughly until you are fully geared, but also encourages you to play the rest of the game when still on lockout.
The second set of dungeons are in each City and only available to your Realm. You must be level 40 to enter these dungeons. For Altdorf, the dungeons are the Sigmar Crypts and the Warpblade Tunnels. For the Inevitable City, the dungeons are the Bilerot Burrows and the Bloodwrought Enclave. These dungeons are not influence or quest gated. Belts are introduced with this set, drop off mini-bosses in the dungeons and are Bind on Equip, thus can be traded or found on the Auction House. All other drops are Boss-specific. The lockout timer for these dungeons is 2 days, 20 hours. This allows you to do one a day or all in one day with two days to do other things, like RvR.
The third dungeon is the Lost Vale. You must be level 40 to enter this dungeon and it has a quest you must obtain prior to entry and complete as you proceed through the wings. The quest provides you with the tools you need to move forward as well as rewarding you at the end with a nice jewelry set. The Belts are, again, Bind on Equip. The lockout timer for this dungeon is 4 days, 20 hours.
Note: Lockout timers are often misunderstood. Lockout timers are both individual and group-based in nature depending on the dungeon. In Bastion Stair, you only receive a lockout once you beat the boss of the wing you are in and thus your lockout is individual in nature. However, in the City Dungeons and the Lost Vale, your timer starts when you kill a mini-boss. In these cases, the lockout functions differently. It is both a lock-out and a lock-in. It locks you in to that dungeon with that specific group of people once you kill the first mini-boss. However, until you have completed the entire dungeon, you can re-enter and keep attempting the dungeon until you complete it or the timer expires. Thus, if you only complete one section of a dungeon but have to log for the day, you can pick up where you left off the next day with your same group. This makes the progression-staged dungeons friendly to people that don’t have a lot of time to spend in-game each day. Once you complete the dungeon, you are then locked out until the timer resets, forcing you to go play the rest of the game or even, gasp, log out and do something else.
